SVP Director of Information Technology Governance

The Director of Information Technology Governance (DITG) is an experienced business leader who is responsible for the management of IT finances, assets, and vendor supply-chain to support three primary business objectives – cost containment, quality assurance/audit controls, and asset control. They ensure that technology vendor relationships, technology purchase and service contracts, hardware and software assets, and CapEx budget performance are monitored and managed in compliance with all related regulations, policies, procedures while maintaining the confidentiality, integrity, availability and reliability of all information and reporting disseminated from the department. The DITG is also responsible for oversight and documentation of technology policies and procedures, strategy, and standards. They also provide monitoring and oversight of IT Service Management (ITSM) performance and provide recommendations for continuous service improvements that are focused on delivering timely, efficient, and accurate technology services.   The DITG will manage a pool of subject matter experts with detailed knowledge of asset management controls, budgeting and reporting, contracts management, vendor relationship management, communications management, governance of IT policies and procedures, IT strategy and architecture, and IT program management.

Essential Duties 

  • Responsible for planning, coordinating and implementing the technology governance processes
  • Responsible for developing and/or ongoing maintenance of policies, procedures, system diagrams and architectural standards
  • Ensuring that technology documentation is published, reviewed, and updated as systems are implemented, changed, or decommissioned
  • Develop and monitor the technology roadmap and strategic plan, in conjunction with the CTO, CIO and CISO, aligning the technology roadmap with the Bank’s business strategy
  • Develop and monitor project management plans, including gathering business requirements, preparing and managing RFPs and participating in the selection of vendors/products for IT Services.  Project management will be tightly aligned with the Program Management Office (PMO) to ensure projects are properly scoped and resourced to support consistent delivery – on time and on budget.
  • Coordinating the planning of the ITS annual budget, in conjunction with the CIO, CTO and CISO. Participating in the monthly budget variance analysis for all ITS departments.
  • Ensuring that all technology financial requests for budget and project expenditures are accurately monitored and reported, in conjunction with the Program Management Office (PMO)
  • Responsible for procurement and disposition of all technology-related assets, ensures end to end asset management lifecycle policies and procedures are adhered to
  • Responsible for monitoring ITSM components and associated metrics including, but not limited to, Asset Management, Configuration Management, Change Management, Incident/Response Management, Problem Management, Continuous Service Improvement, etc.
  • Measuring ITS performance using appropriate tools and techniques
  • Managing vendor relationships on a day to day basis, as well as performing quarterly business reviews with critical vendors, and annual/periodic reviews with less critical vendors.  Vendor reviews will evaluate contract management components, including Service Level Agreements (SLAs), expirations, auto renewals, licensing and costs, etc.
  • Responsible for preparing ITS budget and performance reporting to executive management and the Board of Directors
  • Assisting in IT audit management and responding to requests from internal and external audit entities including reviewing requests, monitoring audit execution, reviewing findings, as well as leading and driving IT audit remediation efforts
  • Participates and/or serves on a variety of committees, meetings, task forces and/or other internal programs and initiatives as a contributor/collaborator Provide a strategic and consultative approach to ITS to facilitate improvements in IT operational efficiencies and controls that will further enhance the IT governance position
  • Influencing ITSM best practices with stakeholders and ITS
  • Utilizing and promoting a communications plan that ensures transparency and accountability and fosters collaboration across departments within IT Services and between IT Services and the Business units
  • Chairing the IT Steering Committee
  • Direct, supervise, and lead a team including, but not limited to, IT Asset Manager, IT Strategy, Innovation and Architect, and business analysts, providing goal-setting, performance management, and coaching.  Develop and coach professional, technical and personal skills.

Required Knowledge 

  • Knowledge of ITIL and ITSM
  • Knowledge of Microsoft operating systems and Office applications (Outlook, Word, Excel, PowerPoint, Visio, OneDrive and SharePoint)
  • Knowledge of general banking terms, environment and applications
  • Bachelor’s or Master’s degree in Information Management, Computer Science, Data Governance, Information Security or related field
  • Minimum of six years’ experience working within an information or data governance function

Officer Title Eligibility

For qualified positions, the Bank may designate an Officer Title to an employee who seeks and/or meets defined competencies for an eligible position. This position qualifies for the officer title(s) First Vice President, Senior Vice President.

Education and Experience 

  • BBA or Bachelor’s degree in business or finance, preferably in accounting or finance
  • MBA or Masters-level degree in business or finance is preferred
  • Minimum 10 years of relevant experience, ideally in the technology or finance sectors
  • Strong “on the ground” and demonstrable knowledge of IT & Quality standards and best practices as they relate to IT Governance such as ITIL, etc.
  • Experience in IT compliance and audit programs
  • Experience negotiating contracts and vendor relationship management
  • Experience communicating effectively within IT Service organizations
  • Experience translating and bridging the communications gap between IT Services and Business Owners

  • Ability to work extended hours, weekends, and/or holidays.

Estimated salary range: (DOE) $150K to $180K plus annual bonus, medical, dental, vision, life, vacation, 401K
